These two stamp are part of the ten value Interior Official stamp series, first printed in 1873 by Continental Bank Note Company on thin hard paper and from 1879 to the end of their use in 1884 by American Bank Note Company on soft porous paper.
Their Scott #s are O16 or O97 for the 2 cent and O17 or O98 for the 3 cent.
These are official stamps. These are very likely Scott O97 and O98 based on the appearance of the large image and the cancel types. Then these are American Bank Note printings where you can probably see the paper weave when held to the light.
