Going through a packet of Australian stamps, I bumped into these two pieces. Am I correct in presuming that they are postal stationary cut-outs?

The 22c Numbat appeared on a Size DL envelope (220 x 110 mm), issued April 18 1980.
The 24c Common Heath (Victoria's floral emblem) appeared on a Size DL envelope (220 x 110 mm), issued September 28 1981.
