Identification Of P. R. China (?) Clipping

Found this cut square in some recently purchased kiloware today. The Eiffel Tower image is printed on the envelope paper, along with the light blue halftone background. The red postage paid or meter imprint appears to be rubber stamped on the envelope.

Currency is in yuan, so I assume it is P.R. China. There is no date. Scrollwork security pattern is on interior of envelope. Any ideas what this is? Thanks.

That's probably the replica Eiffel Tower in Tianducheng.

I think it's either a meter imprint and China Post allows stamplike images to be in place or it's a formula stationery envelope where a user picks the amount to be printed. I'll also guess we're missing a CDS or something.
