1d Red KGV - No UV Reaction

My ASCS leads me to believe that all 1d red KGV heads have a UV reaction of one kind or another. But this one doesn't. The catalogue does say that 71K (rose) has no fluorescence, but it still says that it has a 'dull purplish red' UV reaction. But my stamp seems to have no UV reaction at all. Can you have a reaction without fluorescence? Does anyone understand what this means? (ASCS, King George V, 2007 edition, p. 4/65, note 9)
