In the top row, note the rightmost character and the one next to it. This reads right to left and are characters that indicate the East China Liberation Area, pre-People's Republic of China and listed in Scott behind that country. There are issues with inscriptions for other Liberation Areas that look the same, so note those exact characters to ID issues for East China.
This is either Scott 5L44 (perf 12 1/2), 5L44a (perf 13), 5L44b (perf 14).
