why do government mint service postage stamps?

do people collect service postage stamps?

They're meant for government usage only. They create them to be clear that their usage is for official government business (so that the staff don't nick them and use them for personal use).
The US still uses them, as well as other countries.

(i) to use on government correspondence, to try to avoid theft of ordinary stamps by employees (with a side benefit of creating yet more sellable material for the philatelic market); and
(ii) yes.

Lots of people collect them. They're not as "main stream" as regular postal issues, but there are plenty of niche collectors who seek Officials.

so does collectors prefer service stamps with seal marks or new stamps(without any mark)

As far as India is concerned, this speculation is absolutely false.

Service or official stamps in India was introduced on August 1,1866 primarily to help to keep simplified separate accounts of the expenditure incurred on postage for intra-governmental mail as well as official correspondences to the general public.
