Newfoundland Cover - What Was This Sender Thinking...?

We know after Canada became a country in 1867 and Newfoundland became part of Canada in 1949. The Government allowed the use of Newfoundland stamps on covers mailed in Canada. (as far as I know the law is still in existence today)

Below is the standard rate before Oct.1968.


Below is the cover in question that I was interested in.


Now if you notice on the close up, there are two Scott 337 stamps originally placed on the envelope...The he/she placed a Scott 392 FIVE cent stamp over top..That should have been ok to go, BUT placed THREE Scott 233 Newfoundland stamps around the others..Now this is overkill...Should have stopped when the FIVE cent was placed or THREE more Scott 337...Just a strange cover/envelope.

It appears the envelope was re-mailed and overpaid by 3 cents by convenience, to the same person. Is that what you're saying, or am I missing something?

Some things will never be known. One could argue that (as mentioned) it's a re-used cover.....and the sender who assumed the Nfld stamps were of no value, put them on to cover up the earlier postage and as a souvenir for the receiver.

The cancel on the first pair of stamps convince me that this cover was mailed twice. Would be nice if we could see where it was first posted.

What is the rate for the 2nd ounce?
What is the airmail rate?

The rate was 5 cents for the first ounce, and 3 cents for each additional ounce.

So 8 cents paid the 1 to 2 ounce rate.

Thank you, Jan! With the addresses covered up it is more difficult to interpret, but let's consider a scenario built on the concept that everything is normal with rates paid properly:
1. A few pages of correspondence are enclosed the first time.
2. It is returned under cover to the sender with additional forms/documents to complete and return.
3. The thrifty sender reuses the same envelope enclosing the heavier contents on its second passing through the postal system ... now a 2-ounce cover.
The wrinkling of the cover makes it easy to believe it held bulky contents.
