Yes, I would call it a freak. Most likely caused by something foreign stuck to the printing plate like maybe a piece of paper

The most known and rare variety is "3 pearls" – 7 kop stamp from a new proof cliche. The new stamp has 3 ovals instead of four on left side and two dots after "#1082;#1086;#1087;". The block of four was sold on Cherrystone in December 2013

this is most likely a temporary flaw. I do not agree with Peter though, missing ink is usually from worn down clichés. Since they're worn down, they don't leave a print. something stuck on the clichés would in the next cycle get paint on, and thus leave a smear instead.

this could have value for someone who specialize in this edition, but wouldn't fetch much more than a normal stamp as:

1. unlikely that many collect these.
2. it's most likely just a temporary flaw.
