This may have gone in the main forum. I have others in other countries of these paper stamps with no gum. Doesn't seem there ever was any gum on these. They are just thin paper. I don't know where in the catalog these could be if they are. How did they adhere the stamps?

The 'Russian' stamps are not cut squares (ie, they are not cut from postal stationery) - they are unissued imperf stamps from Latvia, 1919.
