The best way is a black water and chemical proof tray, and use watermark fluid. You can look at it at angles to a bright light or with a light behind it. Get yourself a black card for background and lay stamp on it. Try different ways and you will be successful.

Ronsonal/lighter fluid is often used. Only a drop or two needs to be used, and it evaporates quickly. Use plenty of ventilation. It's cheap enough; it's not worth it to try to make watermark fluid even if you were able.

There are many stamps that can be seen without fluid. Try putting the stamp face down on black paper under a strong light. (I have twin spotlamps on my desk which works pretty well.)
Many times you will see the watermark without having to use fluid. It also helps to know what options exist so you can spot them.
