I believe that you mean how do you gauge perfs, not actually count perfs? I would gauge the perfs as you would any other stamp.

Louise411,
Perfs are "counted" by the number of perfs in a 2centimeter length, not a total number of perfs.
So a perf 10 stamp will have 10 perfs in 2 centimeters. And if a stamp has most of the perfs trimmed off, you might still be able to tell what
"perf" the stamp was - by using a perf guage. There might only be 5 perfs left on a stamp's top or side, but if they are in a 1 centimeter length, then that side of the stamp is still a perf 10.

Louise, counting perfs is a stopgap measure. Please try and get a real gauge - they cost very little.
Your above stamp has security perfs - ignore it in determining the perf count

I copied the image into two separate computerized perf measurement tools.

But, because I do not know the dpi resolution of your stamp image, I am not certain which it is.

The perforation gauge on this stamp is either 12 x 12 or 12 1/2 by 12 1/2 in my opinion. The horizontal perforation gauge is not affected by the interesting cut patters on the stamp edges. If you can tell me the dpi resolution of the stamp image, I can give you a precise answer.

According to stampworld, the perforation is 13.
