Kind of a weird thing here....I'm thinking maybe the permit was not renewed for this company....thus causing the postage due stamp for a "No Postage Stamp Necessary" card?? Yes? No?

Did companies not get billed monthly or weekly for postal permits?

My knowledge on permits as well as precancel use is rather low, so I guess its off to Stamp Smarter......

Business Reply Mail is essentially a promise by the recipient to pay the postage on mail sent back to them plus a per-piece fee. No postage is charged to the sender. In this case, 1 cent for the card and 1 cent BRM fee. This one was handled individually, but companies receiving quantities of mail would typically have the aggregate amount marked on the "top piece" - which is discussed in several other threads. The permit is an annual fee. Then the due mail charges are paid as mail arrives, or on prepaid account. I worked for a company in the 1990s where the carrier delivered the due mail once a week and settled-up.
