In James M. Cole's "Cancellations and Killers of the Banknote Era 1870-1894" I found the cancel on the cover you show. Mr. Cole assigns a catalog number of CSU-30 to this cancel and gives it a rarity factor of "I" which means it is common. The illustration of the cancel in Mr. Cole's book/catalog is more worn looking than the one on your cover. He lists it as being a blue cancel used in Chicago and his illustration comes from an 1874 cover. Dave

Your cover has a sharper looking example of the cancel before it became worn down some from usage. Dave
