No. It's a test of the cancelling machine impression. That said, it's not something seen often.

Sept. 25, 1939 was the FDoI of Scott 857, 3c Printing Tercentenary stamp in New York. Penalty Imprint stationery (card in original post) was not accountable paper so a convenient test subject for the first day cancel set up.
