Interesting, Algeria, but it looks like a hand stamp.
I am not aware of the legitimacy of those,

Thanks for your answer. I'm in bed because it's passed 1 am here but I have found another stamp of different FV but same style of overprint/handstamp.

Hope I can find how these came about.

This is only a guess ,but it could of been done as a full sheet being placed in a typewriter .Doesn't look like a handstamp to me .

I think it's a forged overprint.
I may be wrong but the inscription on the cancel looks like "Seine-Inferieure" (a French metropolitan "department",very far from Algeria)
