Haven't been able to find these two in Scott or online. Could they be fiscal or tax stamps? What year?

Good grief! I must be going blind. Went past it repeatedly. Of course, I'm still using an older catalogue with the horrible black & white reproductions. Still ... Thanks all the same. This forum is great, particularly for those of us who don't have personal contact with other collectors.
