Perforations are not counted, they are gauged with a perforation gauge which is a measure of the holes in 2 cm.
Your stamp "gauges" 11 at the top.
If you think differently, show us an illustration of your stamp overlaying a perforation gauge aligned to where you find it matching.

Im sorry I was counting the amount of perfs along the top and it looks like there is only ten compared to the bottom of the stamp which has 11

so in order to be perforated 10 on top or bottom it would need to line up with the top or bottom of a perf ten stamp.

I compared my stamp to a known ten on top stamp and it looks like they have the same amount of perfs on top
