Maybe it is toned? This stamp design does NOT have a bluish paper variety, it was produced much later than the Washington definitives with the bluish paper experiment.

Warrior, one way to tell blue paper is to scan you stamp with orange as a background

I was taught that you always determine the color of the paper from the non-printed side.
