Is it just me or is this foxing on the stamp?

Yes that looks like a few tone/rust spots. Is it showing through on the front of the stamp?

Looks like rust but give it a good bath I use hot water and a bit of detergent rinse in cold water and dry.
See what it looks like then

The front is nice and white besides a very light tiny yellow spot on the corner. Will this toning/rust grow on the stamp or spread to others?

In theory I'd say yes it could spread.

If the stamp has gum I'd soak it off, on the chance that it's the gum that's mostly been affected. Boiling water would kill any mould spores but if the ink is fugitive you might wind up with a faded stamp or worse, a blank piece of paper.

Is the stamp a high catalogue item?

I agree with Bobby, definately looks like foxing. 0.50 vietnamese issue.

It's not a pricey stamp but it fits it with a set, will something else stop the foxing without gum damage or minimal damage.
