1957 US APO 55 Unit Information

Attached is a scan of the return address of a cover sent from APO 55 (Louveciennes, France) in April, 1957. I know that SHAPE is Supreme Headquarters Allied Powers Europe. I don't know what "EMCCC - 8651st DU" stands for. Any information would be appreciated. I was unsuccessful googling.

EMCCC is the European Military Communications Coordination Committee, a unit within NATO. I do not know what the 8651st DU unit is, but given the overall work of the EMCCC my initial guess is it would be some kind of administrative or clerical support unit.
