Are they electrical contact type brushes or paint and sweeping brushes? I can't make any sense of what the picture is.

The picture is of "the old man of the mountain", a rocky outcrop in the White Mountains in New Hampshire. A stamp was issued in 1955, Scott 1068. The rock is also known as " the great stone face". The outcrop collapsed in 2003.
The Felton Brush co makes metal brushes, among other items
