Funny when I looked at this stamp my thoughts went immediately to "Philatelic Miscellany", and then I looked at the OP and it was you.

Some rich guy who wants his face on a stamp? Only Feldman that keeps coming up in the philatelic world is David Feldman.

In the 1938 edition of The Blue Book of Philately there is a listing for a Meyer Feldman, an attorney living in Rockaway, New York, who identified himself as a collector/dealer.

No way to confirm it is the same guy without more info about the stamp. Could be, though, he used these stamps a a seal on this outgoing dealer mail.
