I assume that these labels were applied to telegrams, so that the recipient was encouraged to reply to their freshly-delivered telegrams on the spot, via the delivery boy.
Similar to the other Western Union labels shown below.
But the Western Union rarely perforated their labels, so I don't know who produced or used these particular ones.
Or is there another explanation?
