It's not like it's being offered at an insane price either, and it's accurately described. Sorry Jim, I don't see the issue here. If someone wants an example on the cheap that likely will look decent once reconstructed, this wouldn't be a bad route to go.
For M&Ms, taxpaids, and other deep back of book where the stamps were frequently destroyed via usage, I don't think this is out of the ordinary. If this were a 1st issue revenue, that would be a different matter...
