Is this some sort of damage or just an ink splot or what do you think? It certainly appears unused and original gum (hinged). I'm breaking down a collection for resale. This looks unsellable I guess.

Looks like someone added a perf at the top above the O and S. It should be visible from the back with a glass as well. It also looks like something got spilled on the stamp which may have caused the ink to run, or some ink got spilled on the plate. I suspect the former rather then the latter.

Makes sense. I think it goes in the junk drawer.

If something got spilled on the stamp we would likely see evidence of this on the back. I don't see any.

Comparing this to a clean copy I see ink smeared where it should not be, but I also see in missing where the design has dark design. look at the bottom of the lower wing.

I'd look at this under magnification, compared to a regular copy. Is the surface showing signs of abrasion? Or did something get stuck to the plate, collect ink and made a mess?

My guess is a wiping error (similar to currency)

I doubt it is an added oerf tip, and suspect it is a partial tear/paper layer separation
