The top looks added. It may be a real perf from another stamp, the perf is somewhat consistent there. The bottom is a bigger issue. The perf does not go all the way across the bottom, at least not from what I can tell. A bigger scan would be more useful. And back of stamp as well.
Well done with the second group of images. The top line is clearly revealed to be a strong layout line.
If anyone asks, yes, they had scissors then. New Orleans clerks commonly used scissors back in this time but the cancel looks to be something else: -SI(N?)(O or G?)-
Yes, nice, now I can see the perfs across the bottom. I see several others have commented on it now, thanks for the new images. Agree, with the others assessment on this, genuine perf, scissor cut.
