Precancels are different from cancels in that the former are sold already cancelled. One has to pay a fee to use them and there are minimum pieces of mail that can be mailed with precancels on them. And yes, you can post pictures here,
When I tried to apply for a permit several years ago, the going rate was either $300 or $500 ... don't recall which. The local postal authorities were totally unaware of any free collector's permit. I decided it wasn't worth my time & trouble to educate them.
Except when you go into a PO to inquire or ask questions, then the clerks all of a sudden have severe memory loss. Getting Q's answered by them is painful so the best course is to be sure you have the regulations in-hand to properly school the PO agent<sigh>.
Not even postmasters know much about precancels and permits unless the office has a lot of that kind of business. The system doesn't help with the one page application for Mailers Postmark Permits, commercial permit mail and precancel permits being on the same form. Rules confusion is easy, especially when renewal comes up. GrandpaJohn gives the best course of action; submit the application with copies of the relevant sections of the PL&R and understand them so that at least one person will.
