Hello!

Can you tell me the meaning of these numbers that appear on the bottom of the French postmarks of that time?

I'm also looking for information on the manufacturer of these stamps. As they are standardized, I believe they were all made by the same company.

Hi,

This is a type 15, 21 mm, 49 is the "Département" in that case "Marne"

In France, would Departement be the state where is the city of Reims or would it be a neighborhood in the city of reims?

A département is a large administrative area, but not a "state" in the American sense. The départements have been reorganised in more recent times. The cathedral city of Reims - Rheims in English - was where the German surrender was taken at the end of WWII. The stamps were printed by the Imperial Printing Company in Paris.

First printing sept. 1862.Total number printed 1.1 billion. The remainders were used up to
sept.-oct.1871.Mint blocks are scarce...Some of these common stamps have premiums ;for instance the grill cancel or the "OR" cancel in a circle.Rare perforation varieties also.
The varieties are scarcer on cover….
