This postal stationery item is called an aerogramme or air letter sheet. The stamp was added either due to the postage rate going up or there was a higher rate for this particular destination.
No writing inside on the sheet? That's how they were supposed to be used. Enclosures are normally forbidden as the stamp rate paid is the lowest airmail letter rate. So it might be like a souvenir: there were and probably still are clubs where you write to members in other countries, to exchange letters or just to get covers from foreign countries.
PO Box 40: It's just the address of the company, not the ship directly. The sender expects it to be held or forwarded for the addressee aboard that ship. So the sender was advised where the ship would be beforehand.
