Is this Scott China #361 printers waste? What is the post mark date? Is this a FDC?

My initial impression is that this is a forged use of these stamps. From what I understand the entire inventory of these imperforate versions of this stamp were stolen from the post office during the war, all of which were unused and without gum. Also, they seem to have been poorly made with the vignette misregistered such as on your example. After they were stolen they were invalidated for use so a block on a cover with a postmark such as you have would be a type of a forgery as they were not valid for use after they were stolen.

The cancel on your cover is most certainly forged."SHANGHAI" is too short.

I happened to find an example of this stamp selling on ebay in December of 2017. Including postage, someone bought the pair shown below for $23.00 US. This will give you some idea of the demand for Chinese "printer's waste," as the Scott Catalogue calls it. I am not sure of the value of your block if the cancel is faked. Too bad it was not left alone.

Everyone has a different idea about values of forgeries and non-stamps. In my opinion the forged cancel on invalidated stamps makes the cover without value or merit in a collection other than something to keep in a folder of material to be careful to not buy in the future.
