The country is Umm al Quwain. It was/is one of the Trucual States, along with Dubai, Fujeirah, Sharjah, Ajman, Abu Dhabi, and Ras Al Khaimah. Many are now part of the United Arab Emirates, located on northeast coast of Saudi Arabia next to Oman.

If you're an APS member, we also offer translation services for free. A nominal fee is charged for longer translations. We profiled the Translation Committee in the April 2019 issue of The American Philatelist. You can find more information here:

It's strictly volunteer run, but translations are available in more than 40 languages. I regularly receive positive feedback from our members on this service.
