The only thing I figured out is the 2 cards have an Istambul arrival cancel.The district
office I don't know (Bottom part).

Thanks for the identification.

I've looked through Coles & Walker and eventually found it in Part 4 in its addendum to Part 3, illustration 67 on page 186.

They described this as Istanbul havale tediyate (money order payment) and note its use in 1926.
