Also, I have two other cut outs from postcards for the 5 pfenig reichpost. Are these cutouts collectible? Just need to know how to catalog not only the MiNr: 32 but also the two MiNr: 47 cut outs. Do these have separate michel numbers than the perf stamps? Could not locate detailed in my Deutschland-Spezial catalog.

Jeff, usually postal stationery has separate catalogs issued because of the sheer amount of issues. www.stampsmarter.com has a list of foreign catalogs.
And yes, the catalog numbers are not necessarily the same as the stamps that they resemble.

Jeff, there are some things you can do besides spending $100.00 on a Michel. Go to ebay and/or Delcampe and look up your items. Especially on Delcampe you will find Michel catalog numbers used, an also get an idea of values,

Stamps and postal stationery are "apples and oranges" in this case...so, no the plate flaws do not "translate".

In German philately, postal stationery cutouts are not cataloged, and generally not collected. The reason is because there can be numerous types and printings of cards, envelopes, and wrappers which use the same indica, such as the 5 pfennige one you show here.

Not sure why someone would cut these out unless they were worried about the overall condition of the media.

I will probably keep them for my German collection odd balls...

Thanks again for all the info and great suggestions. I already bought the Michel Germany-Special for detailed info, which I like for some reason. I use ebay extensively to get catalog numbers but always verify Stampworld and try to verify both via the catalog info, as not all ebay info is correct. I will try the other sites recommended by you all.

Collectors have long thought stamps first, stationery entires not so much. So save only the part that looks like a stamp, most likely. This also comes from a period when there were album spaces for cut squares, not necessarily for whole stationery items. Collectible, sure, though this would be of minimal value. But as bookbndrbob stated, not something for the German stationery specialist.
