They, along with the tobacco strips, were used for the same categories of tobacco, mainly loose, pipe, and plug tobacco. It should also be noted that the tax was 32 cents per pound so the tax in this case was $6.40. The 32 cent tax rate was for tobacco without stems. Tobacco with stems was taxed at 16 cents per pound.
