That looks like an over-inked "6" with a hole in it, in the bottom circle, making it look like a "5."

Would not be the first time a clerk put a wrong date slug in the cancellation device.

1859 date is totally wrong for this stamp anyway, wasn't issued until approx. a decade later. I'd agree with the over inking theory. Top of the digit is curved like a 6.

It is 1869; these were first issued in late 1862.

Zoom in on the 5 right above it and look at the date.

It's a 6.

Even beyond the specific 5 vs. 6 issue, that style of oval cancel is late 1st issue period anyway, not seen until the mid-to-late 1860s.
