Curious if people think this stamp is:

A) Badly printed
B) Damaged
C) Has a plate flaw
D) Something else...

Your stamp suffers from a condition known as a "dry print". The ink did not attach itself to the paper well and appears to have flaked off. It is an inking problem and not related to design production.

It's also so badly centered you can see a portion of the adjacent stamp at the bottom.

the dry print is correct. the paper was not wet enough. there is also evidence of of sulphurization which can be a addressed by the use of peroxide which will restore the original color. for that check out the stampsmarter.com site.
Butler and Carpenter had persistent problems with the perforating and later with paper throughout the term of their contract.

Interesting, didn't know that... So a well centered copy is a "big deal"? ;-)

Also, I didn't know the color-change can be undone
