I know this is kind of late but here is my guess for how this came to be. The double impression looks exactly like back of a flat press production. For some reason, maybe the solid inking of the back of the sheet, this sheet was laid face to face on another sheet causing some ink transfer on the face rather than on the normally back side of the press sheet.

Read pages 51 and 52 in Kellehers magazine. There are also photos of the green back stamps as certified by PF along with their provenance. The authors consensus is that these stamps are printers waste, certificate or not. Still cool items for sure.

after reading the links, my two cents worth is with the authors........it is printers waste and collectible as such but imo not a premium cost item.
