Good luck, hoping for good news for you on the extension + cert. A good dealer will always grant it when there's a question about a stamp's identity.

Interesting item no matter what -- obviously better to be a genuine double impression than a freak taken from printer's waste, but whatever the case, I hope you'll let us know!

Well known dealer especially on SCF and spoken of often. But,but, but. Caveat emptor. A known problematic dealer.

He's got 7 more of these for sale on ebay. I've had good transactions with him before - he has a huge stock and if anyone on ebay has something I'm looking for, he usually has it.

The only one that he has that is not misidentified is this used one with a 2016 cert:

Best of luck.

Edit: Perhaps you should take a closer look at your other purchases from Bill.

I suspected that might be the seller. Put it in for a PFC.

His communication by email is sometimes poor as he is a very busy seller/buyer. His response by phone is good and recommended.

I've seen non-specific complaints about him, and the specific ones are quite possibly an honest difference in opinion or honest mistake. One dealer I buy from in person "warned" me about him, but wouldn't say any specifics. I am fairly confident that the stamps I've bought from him are genuine. If they are worth any money, they have recent certs. I try to be careful because of the noise I hear about him, but he's the only one that has stuff I'm looking for sometimes.

A cert will potentially satisfy my/our curiosity, but it is almost certainly irrelevant to the transaction. It isn't a 498d. I don't need the PF to tell me that. I'd like to keep it since it is a mystery to solve, but only at a much lower price. Hopefully, he'll agree. If not, I'll return it. I'm pretty sure I can get a hassle-free refund from him, but if not, Paypal will back me up.

Or quite possibly not.

I'm not trying to defend him, but my purchase here seems way more suspect than any others I've read about here. The "worst" I've seen was a revenue stamp color shade misidentification. The theme seems to be that he claims stamps are expensive varieties whenever it is plausible to trusting buyers? That's fairly bad, but is there worse - cartel-level stuff?

Regardless of whether the stamp shows a double impression or not - or what caused it, the stamp is returnable as "not as described" for failure to either show or disclose the green back. Bill Langs obviously saw the back and knew it was non-standard in appearance because he was able to note its position. That is the most obvious legitimate reason to return it - or conversely, to keep it.

Philazilla, as an aside and a gentle criticism, why not tell us in your very first post the name/ID of the dealer, that there were more available and where, that they lacked the illustration of the reverse side, etc? Supplying only partial information slows down the process of getting at the solution. Similarly, if you choose to apply for a cert, please help by telling them where you got the stamp, others are available, etc. The more the cert committee is told, the less they have to research on their own to find similar reference examples and the quicker they can reach a more accurate conclusion.

Fair criticism John. I was a little afraid to "call someone out" on this forum, but I'll be sure to post more details in the future.
