Is this laid or wove paper?

Do you have access to a Scott catalogue?

There's good discussion of paper types in the forward section of each volume.

Have you considered using the SCF search option?

Sc#11 Sc#11 is a 3 parale Orange.

I have collected Romania for 11 years, and still not confident to offer a suggestion.
Has some merit, but other points very tricky.

What we need, is a proven clear image of a genuine stamp, so we can toggle suspects.
PS: Your scan is barely passable, you should offer a face scan at best dpi for this forum.
