Help On This Switzerland, "Double Impression"

I am stumped on what these Switzerland stamps could be.
They look like they have a, "Double Impression". Maybe a forgery?

Many forgeries exist.

It is NOT a misprint, it is NOT rare and it was a re-entry [alas upside down ;)] in the typography plate.
