I would have thought so, up to today, but given my first order of three stamps all came back a FAKES I now beleive ebay is safer. I have had FAKES with ebay too (about 1 in 10) over the past two years. You can always get refunded for the ebay purchase price via PayPal for FAKES (180 day limit) since the items is not as described (flaws are different story). Buying via ebay (from non-APS dealer) the cert cost is a loss but that is a fraction of the all-in cost so you get back 80-90+% and you know to avoid the seller moving ahead, just like I'm avoiding StampStore now.

I'm disappointed in APS and lack of quality control on their seller. I was under the impression only APS Dealer sold on the site, not so I was informed on the phone by a cranky rep at StampStore, any member can put their FAKES up for sale! And they do! I'm getting a full refund because I protected myself, having learned from the school of hard knocks, but others might not spend $25 extra to confirm what you shelled out in hard earned $ is in fact genuine.

In my opinion, this hobby will never attract serious money flow from collectors if the leading trade organization can't even police its own web store. Honest mistakes happen, 3 for 3 to me is not just an honest mistake, it is a pattern.

StampStore is unquestionably safer than ebay. Failure to understand the limitations of buying on-line can lead to a bad result from any venue. Buyers must educate themselves about the stamps they intend to buy before clicking their mouse on the Buy button. Alternatively, buyers can seek out reliable dealers who know how to identify and grade the stamps they sell and are willing to stand behind them. Even the best dealers make mistakes from time to time.

Unfortunately, many collectors and some professional dealers lack the experience or resources to correctly identify stamps offered for sale and even fewer are able to expertize their stamps to note defects or alterations. Don't be surprised to find that experienced or well-known dealers can command higher prices than run-of-the mill sellers. Unfortunately, the anonymity of ebay, HipStamp or StampStore makes it more difficult differentiate good sellers from bad.

Why is StampStore safer than ebay? Well-known ebay dealers reported frequently on these pages continue to sell unhindered on ebay. Bad stamps reported to StampStore will be checked and removed if bad. Bad stamp listings reported to ebay are seldom removed, and may be rarely removed if the dealer is high volume with an assigned ebay account rep. Every StampStore seller is assigned a seller number. If you believe that a pattern exists for some seller, it may be possible to report it to StampStore.

The moral of the story: If you see a bad stamp on StampStore, report it and it will likely disappear. If you see a bad stamp on ebay, it will remain, and you will be frustrated.

APS Stamp Store does not examine the stamps unless you call them with a question regarding one. They don't have the staff or knowledge to do so. Like any purchase, it is "caveat emptor" - buyer beware.

That said, if the stamp is old, questionable, or valuable, you would be wise to pay the $25 certification fee when you pay for the stamps and have APSE certify the stamps before shipping. If they come back as "not as described", you can refuse them and get all of your monies back. The seller gets the $25 bill for the certification fee, and the item is removed from the store until properly described.

I would second the comments above that APS does not check the materials they sell. Likewise, many of the items for sale are from collectors, not just dealers. In some cases my guess is the seller doesn't actually know they are holding a fake but at the same time not educating themselves to be sure before putting items up for sale.

I've ordered maybe 20 or 25 lots from APS and returned 5 or 6. The main issues are hinged stamps sold as MNH and gum disturbances not reported or imaged by the seller, or damaged perfs/corners hidden but bunching the stamps together in a way that makes it impossible to see all the stamps in full view.

This post is from another forum by a person who is involved with the APS StampStore and may provide a better understanding.

We started with 10,000 items and a full-time staff of five (Director, two entering data, two scanning); there are now over 300,000 items on the site, with 500 to 1000 added every day. With the reorganization of the former Circuit Sales Division and ISU into a single unit - the APS Sales Division - there are now only two full-time staff dedicated to StampStore, doing nearly all of the data entry. Another full-time staffer splits time between the two units, doing much of the scanning. The overall director does some data entry and the rest of the scanning is done by volunteers, including me. I am the only one with philatelic knowledge. It is impossible to pre-screen the submissions from sellers due to the sheer volume. Those entering data must rely on the information provided by the seller on the submission form. They also have to decipher handwriting, which isn't always the best. Even when I'm scanning (usually two or three items at a time), I can't take the time to examine each item. That said, I'm on the computer every night and on the weekends looking at the latest submissions and either making corrections or identifying items for later review. We also rely on our members (like ClimberSteve above) to identify issues to the staff through the "Ask a Question" button. We receive dozens of emails every day and each one is investigated and appropriate action taken. I research many of those, as well as looking at many of the returned items to judge whether they can be corrected/reposted or need to be returned to the seller. StampStore, like every other aspect of the APS, is a huge undertaking, performed by too few people doing the best they can.

Morning all,

Yep, nothing replaces a hands on examination by a knowledgeable person regardless of the forum an item is marketed on. Modern marketing philosophy: "If I am buying an item I want emaculate quality cheep. If I am selling something I market it like a good used car (stamp or cover) salesman."

Great examples of older material are hard to find on the open market and bring nose bleed premium prices over catalogue. This is reality not just a "Gross" statement - pun intended.

As an advanced collector as seller of Persian stamps..on the Stampstore.org site, I simply click the 'ask a question' tab. I politely state the item is fake. I often see a reply in 24 hours that the item has been removed, THEN I buy the real ones.its simple and it works.

APS Stamp Store and ebay both are high-volume venues that perforce have their share of incorrectly and/or incompletely described stamps for sale. There are dealers on ebay who deliberately and systematically attempt to defraud buyers. Not so (or at least far less so) with APS Stamp Store. In this respect APS Stamp Store is safer.
