Is there an existing table(s) that shows the distance an item traveled stated in postal zones before the zip code era? USPS has a zip code driven table. I am having problems backing into the franking on fourth class registered bank tags. Would like to discuss this and other fourth class issues with collectors knowledgeable in this area.

Yes. The best book available is "U.S. DOMESTIC POSTAL RATES, 1872-1999" by Beecher & Wawwrukiewicz. Postal Zones 1 thru 8, are shown, they are the exact same as today's Zones. The same 2nd/3rd/4th Zones are used by modern U.S. Domestic carriers like U.P.S., Federal Express, RTS, etc., today.

Russ, you ask a very general question. It would be far more productive to have scans of a few actual items that baffle you and your best stab at the rates. Otherwise, Hal's answer is pretty much the best you will get.
