Is this a Great Britain version of a precancel or something totally different?

No, it's a receipt mark - i.e. the stamp was used for fiscal purposes, not postage.

After a quick search, I came across the following that provides a little background on the company mentioned in the overprint.

Definitely one to bookmark for later reading. This is not an area I was aware of for British stamps.

Also note that many/most of the early British stamps are inscribed "Postage and Revenue", which describes their use for both purposes.
