I have recently acquired an almost complete set of the 1897 Universal Postal Congress overprints, including the E5 special delivery and postage dues (but not the periodicals) with the specimen envelope. May seem like a silly question, but how are these issues cataloged? Looking for their Scott numbers and cannot find them. Appreciate any help on this one!
