According to the scan that Calstamps generously emailed me, British Post Office licensed a number of firms to perform postal services during the strike. Since these private firms were indeed licensed, my opinion is that these private cancels would be considered legitimate. I assume that many of the 'strike covers' are philatelic in nature, but it appears that they were in a legitimate mail stream. Don
