Cincinnati Ohio Precancel?

I checked the precancel style chart of the Precancel Stamp Society and couldn't find an example in this format:




Is this a precancel or something else?

I believe Cincinnati is the only town to have this style of precancel

It appears from the 7th edition of the PSS Town & Type Catalog to be classified as L-4 E valued at 20c. There is a L-5 E that is spaced for Parcel Post, but not pictured valued at $1.50. See page 14 in the Ohio section of the catalog.
