Perfins Question On US Stamp

I got a small stamp collections, and I've been researching them, but I do have this one I don't really understand. I finally figured out the holes were called perfins, but I cannot identify this perfin on a 1917 green 8 cent stamp. I think it looks like P&M INS. Can anyone identify what this means? I'm not well versed on stamps.

Victoria, if you were to use the "search" function you will find several posts pertaining to identification of these.
Having said that, I do believe your perfin reads "F & M INS".
A perfin collector will chime in and tell us what company added these perfins,
