The 65th Birthday of Queen Elizabeth II and the 70th birthday of Prince Philip was celebrated with Solomon Islands Scott #'s 688-689. Scott lists 689a as the pair plus the label and writes it "exists with two different labels". I have the pairs with 3 labels. Thus, the question, is the lower label shown in the attached picture that reads "Birthday Greetings From Solomon Islands" not considered a label? Thanks for the help as always.

It is a label and Scott is clearly wrong.
