It looks like "hotel mail" where the hotel collected the money, marked the pieces, and delivered the day's mail to the post office for a per piece fee.
The Swiss postal system (Die Post) is very involved in these operations.
The PP is on what looks like a rubber stamp mark, a bit like a cancel. So what happens? You buy the postcard, then it's rubber-stamped and no postage stamp is ever needed?
I believe this is a service especially for tourists. They can drop off their mail at a hotel, or a kiosk somewhere. The mail is then taken to the postal service who then cancel it as shown. As I understand it, this is only done in larger post offices.
Ringo, I believe you pay the clerk at the snack/magazine/postcard counter. The rate is typically a few cents less than the country's national postal service rate.
I'm guessing that a "Die Post" contract worker has a route and collects cards and letters from the various hotels, museums, tourist shops on a regular schedule.
