Scott 2009 lists this stamp in mint as $500. If the value is $500 mint, how much higher is the value as a proof? Thank you for your help.

The image you show is E1, note the "at a special delivery office" text.

Proofs are valued in a different section of the Scott catalog and may be higher or lower than the corresponding stamp value depending on the format of the proof, rarity, demand, etc. In 2017 catalog, the plate proof on India (E1P3) is $35 and on card (E1P4) is $30. Die proofs are considerably higher.
